One thing you can say about Miley Cyrus is that she's unpredictable, especially when it comes to her beauty choices. From wholesome girl-next-door to red-carpet glamazon to edgy rule breaker, she proves that you should always expect the unexpected. Her look at the City of Hope 2012 Spirit of Life Awards Gala was no different. She paired her choppy über-blonde crop cut with fluttery doll-like lashes and rosebud lips. "I love the way Miley's makeup choice here balances the more rock-inspired cut and fashion with a classic California-girl fresh-faced ingenue," says celebrity makeup artist Tim Quinn. He tells us how to create the pretty, feminine look.

Step 1: This look is all about having a glowing complexion, so prep your skin by blending a lightweight moisturizer with a pearl-sized amount of primer. Try: Kiehl's Ultra Facial Moisturizer SPF 15 and Giorgio Armani Fluid Master Primer.

Step 2: Go for barely there foundation coverage to keep skin looking youthful and fresh. Apply a dab of your favorite foundation just where you need it to even out your skin tone.

Step 3: In lieu of powder, dust your face with a sheer bronzer in a light golden tone, hitting your temples, cheeks and jawline to add dimension. Try: Lancôme Tropiques Minérale Mineral Smoothing Loose Bronzer True Lustrous Glow in Natural Golden. Then add a pop of peachy golden color, like NARS Blush in Orgasm, just on the apples of your cheeks.

Step 4: The eyebrows really frame the face in this look, so comb them neatly and fill in sparse spots with a shade that matches your natural color with a few subtle, short strokes. Try: Laura Mercier Brow Powder Duo.

Step 5: Using your finger, apply a wash of cream eye shadow in a light rose gold tone, like Giorgio Armani Eyes to Kill Intense Eyeshadow in 8 Champagne, to your entire eyelids.

Step 6: Apply a thin line of black waterproof liner, like Maybelline Unstoppable in Onyx, at your upper lash lines only. Then blend a few textures of black mascara to get the doll-like look. For definition at the outer edges only, apply Lancôme Définicils High Definition Mascara. Then layer a coat of Giorgio Armani Eyes to Kill Mascara on all your lashes.
